Three-wheeler gazette released! Meter mandatory, should issue receipt, no loud music and no 'kurutu gee'
As proposed by the government recently, a special Gazette No. 2017 No. 01 was announced last 9th enforcing a series of regulations for three-wheelers which is a common mode of passenger transport in Sri Lanka. A number of changes are to be effected in this respect in relation to three-wheelers.
* A taxi meter in operation should be installed and
after payment of charges by the passenger concerned, it is mandatory to issue a receipt in that connection.
* The right-side of the passenger-compartment should be sealed partially or permanently.
* When some equipment which causes noise during the journey or when the vehicle is stopped is in operation, the noise should be limited to within bounds of the vehicle. *
* Other than descriptive details of manufacture of vehicle; depicting musical lyrics, statements, numerals or numbers are taboo.
* Permission is not allowed for commercial advertisements, leaflets or handbills to be distributed by the owner or the driver when the vehicle is on the move.
* Covers should be fixed in order to protect the driver and the passengers from weather conditions.
* The registration number, the driver's name, the driving licence and a photograph of the driver and phone numbers of relevant police stations where the vehicle is registered should be displayed in order to notify in the case of an emergency and they should be affixed behind the driver's seat in a manner
where the passengers could see that information clearly.
* The driver should behave in a decent manner and should not engage in smoking.
* The driver should be responsible to oversee that the external rear mirrors, lamps, horn are in proper working order.
* The passengers should be directed to their destination within the shortest time and the shortest distance possible unless stated otherwise by the passenger.
* At the end of every journey the vehicle should be thoroughly checked to see whether some article has been left behind by mistake by the passenger. If such an article has been found and if the passenger does not come in search of it without delay, the driver should without further delay contact the officer-in-charge of the closest police station and after handing the article over to him obtain a receipt from that police station for having accepted the article concerned.
