A 67-year-old individual has been arrested by the Negombo Headquarters Police in connection with an incident where two German Shepherd dogs, kept in a newly constructed house in the Negombo area, were inhumanely tortured by having their mouths tied with nylon threads, preventing them from barking and eating. After being presented to the Negombo Magistrate's Court, the suspect was ordered to be released on a personal bail of five hundred thousand rupees and has been instructed to reappear in court on the upcoming 24th.
This raid was carried out based on a complaint made by a local animal welfare activist to the Miscellaneous Complaints Investigation Unit of the Negombo Headquarters Police. The police, along with a group of animal welfare activists, went to the house and rescued the two dogs, cutting and removing the tightly bound nylon ropes from their mouths. These two dogs, currently about nine months old, are under the care of the Negombo Headquarters Police until they are handed over to a suitable animal welfare center by a court order.
During police interrogation, the suspect stated that he had purchased these German Shepherd dogs for ninety thousand rupees from a pet shop when they were young. He further stated that he raised them with the intention of handing them over to his daughter along with the new house being built for her. The suspect added that neighbors had complained to him that the dogs barked incessantly at night, preventing him from sleeping and disturbing his children's education, which is why he tied their mouths only at night to prevent them from barking.
However, the suspect claims that the animals were provided with adequate food and drink, and police investigations revealed that for breakfast, two pounds of bread soaked in two liters of milk (one pound of bread per animal) and for lunch, one kilogram of rice with fish were prepared and given. Under the instructions and guidance of Negombo Headquarters Police Station OIC Chief Police Inspector Thilina Hettiarachchi, Police Sergeant Sisira (60641) of the Miscellaneous Complaints Investigation Unit is conducting further investigations into this matter.
