How a sum of over Rs. three hundred million was remitted from Saudi Arabia to Batticaloa campus ((Batticaloa campus Pvt. Pvt. Ltd) of Mr. A.M.L. Hizbullah is highly suspicious and therefore the education and the supervisory human resources development of education of parliamentary supervisory committee of education and human resource development has initiated investigations about the institute concerned and forwarded recommendations to the government in that connection to carry out a formal investigation in that connection and should immediately take action to expose the veracity of it. Though Mr. Hizbullah has stated that these funds were taken from persons called Sheik Al Rashid Abdul Aish, Jufali and Sheik Ali Abdullah Al Jufari in four instalments without interest; he has not informed Sri Lanka central bank or Bank of Ceylon that the said loan was acquired in any manner whatsoever, as stated in that observation report.
The observation executive committee of education say that statements made by Eastern province former governor, L.A.M. Hizbullah and his son Ahamed Ziras about these funds received from Saudi seem contradictory and that a sum of about 70 million from time to time apart from overseas funds had been remitted to Batticaloa campus.
The executive committee points out that apart from the 35 acres legally granted to Batticaloa campus, another eight acres has been acquired in an illegal manner and thus illegal buildings have been put up while it was observed that another 15 acres has been cleared up with the motive of erecting various other buildings, as mentioned in the report.
It is stated that according to the location and climatic condition of the area concerned, it is not advisable and difficult to carry on an educational institute under such circumstances.
It is mentioned in the observation executive committee that it is confirmed by a statement made by governor Mr. Hizbullah in Tamil in the council sometime back that the objective of establishing this institute was to create Ulamas belonging to the Shariya law. In the meantime, as the opinion of the attorney general has been solicited, the observation executive committee of education stat that his report in this connection is expected in future.
