Senior Attorney-at-Law Chaminda Kumara Kularatne, who served as the Chief of Staff and Deputy Secretary-General of the Sri Lankan Parliament, has been suspended from his post, effective from January 23, 2026, pending an investigation into several alleged irregularities related to his appointment. The news of his suspension has garnered significant attention in local media, as he is a senior official with international experience who has held numerous high-level positions in the country's public service and parliamentary administration.
Born in November 1976, Mr. Chaminda Kumara Kularatne is an alumnus of Ruwanwella Rajasinghe Central College and holds a Bachelor of Laws degree from the Open University of Sri Lanka. Further expanding his educational qualifications, he has also obtained postgraduate diplomas in Business Management from the University of Colombo and Buckinghamshire New University in the United Kingdom. Serving as a member of the Bar Association of Sri Lanka since 2005, and a member of the Bar Council since 2016, he has earned a prominent name in the legal field.
Having served for over 20 years in public service and executive-level administrative roles, Mr. Kularatne previously held positions as Secretary to the Chief Government Whip of Parliament, Additional Secretary to the President, Additional Secretary to the Prime Minister, and Additional Secretary to the Leader of the Opposition. He also holds the distinction of being the first South Asian diplomat to represent the Executive Council of the Association of Consular Officers while serving as a Minister Counsellor at the Sri Lanka High Commission in London. Additionally, he has previously served as a director of 'Thames Consultants' in the United Kingdom.
Assuming duties as the Chief of Staff and Deputy Secretary-General of Parliament on September 15, 2023, he has represented Sri Lanka at numerous international conferences and training programs in various countries, including the United Kingdom. The current investigation is underway due to allegations regarding the legality and procedural issues of Mr. Kularatne's appointment, an official with extensive local and international experience. It is also reported that he is prepared to take legal action in this regard.
