Signs of American national to be selected for hangman's job -- Will the 17 under narcotics charges be hanged to death?

Prison Department sources say that according to the advertisement published in newspapers a few weeks before this for the post of hangman, there had been only a minority who fulfilled the requirements from among the applicants and for that reason, attention has been focused on recruiting the foreigner who had applied for the post concerned. what a high official had told media was that though applications were invited for this position, a problematic situation has cropped up in relation to applications received. The deadline for acceptance
of applications are expected to close today. Under the above conditions, necessary procedures to recruit a foreigner for the position of hangman has already commenced, Prisons Department said. 

List of names of convicts sentenced to death in connection with narcotics charges as per recommendations of Attorney General has been handed over to President's Secretariat on January 25th and according to the list, those awaiting death sentence number 17. Though death sentence was activated for the last time in Sri Lanka in the year 1976 at Welikada Prison, it was later changed to a lifetime sentence. In the year 2019 ... after a lapse of 43 years it is reported that it will come into force once again. 

There are only 56 countries in the world when death sentence is properly carried out. Death sentence has been changed into a different process in about 106 countries. According to court orders, there are only 8 countries where over 10 convicts have to forego their lives and such countries are China, Saudi Arabia, Iraq, Pakistan, Egypt, America and Somalia. 

Most nations do not enforce death sentence in the strict sense of the word after considering human rights, those not guilty being convicted, partial decisions being arrived at according to community, religion, depriving an opportunity to rectify mistakes and by considering the image of the country concerned while countries such as China, America and countries adhered to Islamic faith are strictly bound to this decision. Even foreign media have focused their attention on the change effected on the decision which was in effect so far.
