Inquiry about constables who demanded 'kappam' from Havelock Town massage parlour
Police Special Inquiries Unit say that they are conducting investigations in relation to an incident where three police constables of Wellawatta police have extracted a 'kappam' of Rs, 50,000 from the manager of an ayurvedic massage parlour in Havelock Town after visiting the place on the pretense of conducting a raid and that too after satisfying themselves with an attractive woman who was stationed there.
According to a tip-off received by inspector general of police Mr. Pujith Jayasundera, under instructions of deputy inspector general of police, Mr. Mervin de Silva of the police special inquiries unit had conducted preliminary investigations into this matter and it was found that the said three
constables had visited the said parlour in a three-wheeler, a police officer said. It was revealed at police inquiries that a police constable had visited the massage parlour on June 6th, 2018 and had reserved a room after selecting the most attractive woman there. After satisfying his carnal desires through this pretty woman, this constable has on the pretext of phoning a friend of his after about twenty minutes has proceeded to get down two other constables who had been closeby, police say. The three policemen had also said that they had told the manager of the massage parlour they were police officers and that if the law is not to be enforced, to hand over a sum of Rs. fifty thousand.When the manager had replied saying that he did not have that amount of money in his possession, one constable who enjoyed himself with the pretty woman had pointed at her and threatened the manager saying, "pawn the necklace round this woman's neck at least and give us the money ... or get ready to go to police", a police officer conducting inquiries into the matter remarked. It was further revealed through investigations that since there was no other alternative, the manager had asked for the necklace from the woman and had pawned it to a pawn brokering shop at Colpetty and had handed over the fifty thousand to the three constables. A police officer of the inquiry unit said that it was revealed that details were secured about the Colpetty pawn brokering shop and information that the constables had come dressed in civil uniform. The police officer further stated that already statements have been recorded by the manager of the ayurveda massage parlour and the two females who were staying there; that legal measures would be enforced on the three constables who were involved in the 'kappam'.
Inquiries are being conducted by inspector of police, Mr. Gunatillaka under instructions of deputy inspector general of police, Mr. Mervin de Silva on orders of inspector general of police, Mr. Pujith Jayasundera.
