When I went to complain about rape ....
I was told to settle it without going into law
When a mother went to Dematagoda police to complain about an incident of rape committed on her small child in the Dematagoda area, the police had shown a lukewarm negative attitude and had told her that making a complaint to that effect would not be suitable to the child and had given a wonderful suggestion to the victim's mother, as reported.
This offense had been committed by a person who had close connections with the police and on the instructions given by him in advance to the police and the police had responded with this kind of attitude to the complainant. It is understood that the police had suggested, "If you want, we will take him into custody under some other offense ... not rape'.
The mother who had been thoroughly disappointed with the police in her discussion with them and for having refused to accept her complaint had then thought of taking a different course of action on a political level and had finally approached the wife of Late Mr.Bharatha Lakshman in the company of one of her neighbours. She had given an ear to the whole story related by this mother and had taken steps to inform about this to a higher-up.
Mrs.Premachandra had conveyed this information to DIG Anura Senanayaka and on this mediation itself the suspect was taken into custody and subsequently produced before courts.
This is how this mother explained about theincident in her own words: "We went to Dematagoda police to lodge the complaint. Then what they said was that these things are not so good for the child and therefore to settle the issue without taking it too far. They also said that they would take the person connected to this offense to custody on different charges. Then we turned away disgusted and returned home. As they said the suspect concerned was arrested and put in the cell. But just after 3 days he had been released. Actually I felt very sorry about all this. After that we went to meet Mrs.Premachandra with our next-door person. Mrs.Premachandra spoke to the DIG and asked me to go to the police. It was only after that that the law was properly enforced. This suspect who was released by the police came to our home on the very first day that he was released and threatened us.
I got some information that he had some cordial relationships with the police. Incidentally it was from the Crime Unit that we were turned back. However, then after that the DIG intervened in this issue and solved our problem by sending the suspect to jail.
