Bail laws for drug offenses and drug cases will be amended, and the death penalty will also be imposed.

During the 'Ratam Ekata' (Nation Together) National Operations Council, chaired by President Anura Kumara Dissanayake, extensive discussions were held on numerous short-term and long-term measures to eradicate the drug menace, including considering the implementation of the death penalty for drug-related crimes. The necessity of enacting stringent laws to suppress drug trafficking and related crimes, which pose a serious threat to the country's overall economy, tourism industry, as well as its social and ethical system, was emphasized.

Speaking at the event, the President pointed out that practical action and a rapid ideological transformation are necessary to free the country from this national catastrophe that is destroying future generations and engulfing the entire society. He also stated that the government expects the active participation of religious leaders, parents, and community organizations to make this task successful, and that attention should also be paid to the immediate changes that need to be made within the institutional system.

Legal amendments related to drug control and the bail process are already in their final stages and are expected to be gazetted and presented to Parliament expeditiously. The process of obtaining Government Analyst's reports, which was a major cause of delays in judicial proceedings, has been expedited, with 6,414 reports issued in July alone. The President instructed that data be classified based on the quantity of drugs seized to expedite the legal proceedings of those incarcerated, and that a formal mechanism be established for presenting suspects to court with proper coordination among the Government Analyst's Department, the Police, and the Prisons Department.

Steps have been taken to obtain the assistance of the Navy to enhance the facilities of the Government Analyst's Department and to allocate funds for the installation of security camera systems. Furthermore, instructions were given to expedite the presentation of the draft amendments to the Rehabilitation Act No. 54 of 2007 to Parliament, and to recruit retired experienced officers on a contract basis to overcome delays in the Legal Draftsman's Department.

Under the 'Mithuru Pasala' (Friendly School) program, jointly implemented by the Ministries of Education and Health to prevent the spread of drugs within the school system, teachers, principals, and counselors are being trained, and attention is focused on students' personality development. The President specifically instructed to pay more attention to areas with higher population density and risk, and the increasing trend of drug use in international schools was also discussed. Additionally, it was noted that drug testing kits are available at pharmacies for parents to privately test their children, and attention was also given to preventing drug promotion through the internet and social media, as well as utilizing social media to promote anti-drug ideologies.

Several ministries, including Health, Mass Media, Education, and Public Security, along with numerous institutions such as the Police, Tri-Forces, National Dangerous Drugs Control Board, Bureau of Rehabilitation, Prisons and Probation Departments, National Child Protection Authority, and the Prajashakthi program, are working together in this drug suppression and prevention process. The progress of the multi-sectoral national strategic plan, implemented under six revised strategies—early identification, rehabilitation, legal amendments, relapse prevention, plan regulation, and reporting—was also reviewed.

Religious leaders and clergy, including Anunayake Narampanawe Ananda Thero of the Asgiri Chapter, Anunayake Waleboda Gunasiri Thero of the Ramanna Maha Nikaya, Kuppiyawatte Bodhananda Thero, Father Jude Bernard, Sri Velu Suresh Sharma Kurukkal, Muththusammy Alagesan Kurukkal, and Sheikh Mohamed Arkam Noorameeth Moulavi, participated in this National Operations Council meeting. Also present were Ananda Wijepala, Minister of Public Security and Parliamentary Affairs; Dr. Nandika Sanath Kumanayaka, Secretary to the President; Roshan Gamage, Senior Additional Secretary to the President; Retired Air Vice Marshal Sampath Thuyyakontha, Secretary to the Ministry of Defence; Ayesha Jinadasa, Secretary to the Ministry of Justice; Attorney-at-Law Priyantha Weerasuriya, Inspector General of Police; along with other Ministry Secretaries, state officials, and senior officials from the security forces.
