Venerable Dapane Sri Mahinda Thero, President of the Pasyodunrata Buddhist Federation and Chief Incumbent of the historic Kande Vihar Maha Pirivena, has requested the court to be added as an intervening party to the writ petition filed by retired Major General Suresh Sallay before the Court of Appeal, claiming that his arrest and detention are unlawful.
It has been pointed out that this intervention is made in the public interest and is not intended to obstruct any legal inquiry. Instead, the petition requests the court to consider the broad constitutional and societal implications that may arise from attempts to alter the narratives surrounding the 2019 Easter Sunday attacks.
The petition states that the Supreme Court and the Presidential Commission of Inquiry have confirmed that Zahran Hashim and the National Thowheed Jama'ath (NTJ) organization carried out the attack, and that state officials are responsible for failing to act on prior intelligence. Furthermore, the petition notes that Major General Suresh Sallay has not been accused by any court ruling or investigation of planning or facilitating the attack, and that he had informed authorities about Islamic extremism prior to the attack.
This intervening petition emphasizes that spreading false propaganda about a broad conspiracy targeting Sinhala Buddhist military and intelligence officers without any reliable evidentiary basis harms social harmony and erodes public trust. While questioning the legality of Major General Suresh Sallay's detention under the Prevention of Terrorism Act (PTA), it also requests the Sangha's opinion on issues of broad constitutional and public interest.
