The People's United Opposition urges the government to conduct investigations with full transparency and accountability into the violent incidents that occurred at Negombo Prison on July 5 and 6, which are considered one of the most horrific prison clashes recorded in recent history. The party emphasized today (03) in a special statement that this tragedy, which claimed the lives of 33 individuals, including 23 inmates and 10 prison officers, has shaken the conscience of the entire nation.

While appreciating the appointment of an investigation committee chaired by a retired Supreme Court judge, they point out that this entire process must be conducted impartially and honestly.




The opposition points out that there were several serious shortcomings in the prison administration during this series of events, stating that it is problematic that no steps were taken to separate inmates and officers, even though the initial clashes on July 05 were brought under control by evening. Furthermore, the statement mentions that sending prison officers among the inmates during breakfast on the following day (06) further escalated the situation, leading to numerous inhumane killings. They emphasize that the justification for a prison guard using automatic firearms in that instance must also be immediately investigated.

Questions also arise regarding the inaction of the security forces, as a Deputy Inspector General of Police has confirmed that despite the deployment of police and the Special Task Force (STF) outside the prison during the clash, no orders were received from higher authorities to intervene. Additionally, serious negligence occurred during the transfer of inmates from Negombo Prison to Welikada, Angunukolapelessa, and Boossa prisons, with reports indicating that they were assaulted during transport and custody, and that more individuals have died.




The Democratic United Opposition states that the deaths of inmates in state custody constitute a serious violation of Article 11 of the Constitution, as well as the International Covenant on Civil and Political Rights (ICCPR) and the Nelson Mandela Rules. The party criticizes the absence of the subject minister during this severe crisis and condemns the refusal to allow Human Rights Commission officials to enter Welikada Prison as a violation of the Human Rights Commission Act. They also point out that administrative breakdowns, such as the failure to appoint a permanent Commissioner General of Prisons for over a year within the prison system and the Ministry's refusal to reinstate officer Thushara Upuldeniya, who was suspended despite an order from the Human Rights Commission, have contributed to this situation.

Several systemic issues have also been revealed, such as prisons holding nearly four times their capacity of inmates, three-quarters of whom are unconvicted suspects, and officers being under severe pressure due to a significant staff shortage. The Democratic United Opposition finally states that they strongly oppose any attempt to conceal or suppress the true situation of this serious tragedy and will advocate for revealing the truth of the incident to the country.
