Colombo Additional Magistrate Lahiru Silva yesterday (13) ordered the Keselwatta Police to summon the telephone data records of the Grama Niladhari (village officer) who issued certificates to the bail guarantors in connection with the bail for money incident involving the late Kapila Chandrasena, former CEO of SriLankan Airlines, who died under suspicious circumstances. This order was issued after considering a request made by the police when four suspects, including Perumal Ganesh, a domestic worker at the residence of Aravinda de Silva, who was arrested in connection with presenting fake bail guarantors to the court, were produced before the court.
According to this order, the telephone data records of the relevant Grama Niladhari from last January to date will be examined. Keselwatta Police informed the court that strong suspicions arise from the fact that 17 Grama Niladhari certificates were issued to the two suspects, Mohamed Rizwan and Mohamed Ishan, within a short period of five months solely for court proceedings. The police further stated that the first suspect had obtained 10 certificates and the second suspect 7 certificates, and investigations have revealed that they have been involved in a bail-for-money racket for some time.
On the 5th, the court ordered two personal bails of one hundred lakhs rupees each and a cash bail of five lakhs rupees for Mr. Kapila Chandrasena, who was remanded on charges of accepting a two million US dollar bribe in the Airbus deal. To fulfill these bail conditions, Mohamed Rizwan, Mohamed Ishan, and Ariya Tissa de Silva, residents of Sanchi Arachchiwatte near the Aluthkade Court Complex, provided money and presented themselves as personal guarantors. Furthermore, the suspect named Perumal Ganesh signed for the five lakh rupee cash bail, and he was identified by a prison officer during an identification parade held yesterday afternoon, Sub-Inspector K.W.D. Anuruddha, OIC of the Criminal Investigation Division of Keselwatta Police, informed the court.
The police further emphasized that these suspects are not relatives or acquaintances of Mr. Kapila Chandrasena and stated that they object to granting bail to the suspects as a final decision regarding Mr. Chandrasena's death has not yet been received and investigations are still ongoing. However, Attorney Nalinda Indutissa, appearing for Perumal Ganesh, stated that his client only came to court to post cash bail. Attorney Sanjaya Gamage, appearing for Ariya Tissa, argued that there was no specific charge against his client and that the suicide incident was not relevant. He also stated before the court that, according to the police's argument, prison officers should also be arrested.
After considering all the presented facts, the Magistrate ordered the further remand of the four suspects until the 20th and further instructed the police to submit a summary of evidence report related to them to the court.
