President Anura Kumara Dissanayake has appointed a special commission of inquiry to investigate alleged irregularities, including corruption, abuse of power, and misappropriation of funds, said to have occurred within the Colombo Municipal Council during the period from 2010 to 2025.
This was stated in a Gazette notification issued by the President on December 30, 2025. According to the notification, several complaints have been received regarding acts of corruption and fraud, alleging that the state has incurred significant property and revenue losses and that the Colombo Municipal Council has failed to achieve its expected development targets.
The Gazette notification further states that it is essential to investigate and examine these complaints, allegations, and information to ascertain their veracity, identify those responsible, and recommend necessary measures for the benefit of the nation to prevent such acts in the future.
Accordingly, a commission of inquiry has been appointed to investigate, examine, and report on these alleged wrongdoings, as well as to recommend necessary actions.
The following individuals have been appointed to the said commission of inquiry:
* Mr. Piyasena Ranasinghe, Attorney-at-Law – Former Supreme Court Judge
* Mr. E.R.M.S.H. Ekanayake – Senior Grade I Officer of the Sri Lanka Audit Service
* Mr. D.S. Wickramasinghe – Former Senior Police Officer
Furthermore, former Supreme Court Judge, Attorney-at-Law Mr. Piyasena Ranasinghe, has been named as the Chairman of this Commission.
The Commission has been ordered to submit an interim report within three months from the date of its warrant, followed by further monthly interim reports, and a final report including findings and recommendations within six months.
