An audio recording of Kaduwela Mayor Ranjan Jayalal verbally abusing a group, including a female lawyer, is currently circulating rapidly across social media platforms. Listening to the audio clip clearly reveals how the Mayor rudely berates the group and the lawyer who had come to discuss an issue.
He severely reprimanded the group, stating that he is the authority at the location and that lawyers have no right to come there to assert their power or control. Mr. Jayalal, introducing himself as an unofficial magistrate, emphasized that lawyers have no ability to influence him, behaving very emotionally and stating, "I am saying this in plain Sinhala."
He further ordered the lawyer and the group to immediately leave the premises, stating that the Municipal Council is not a court.
Commenting on this, SJB MP and lawyer Ajith P. Perera stated that while it is correct to refer to a mayor as an 'unofficial magistrate,' he does not possess the power to influence the judiciary. He clarified that it is a second-class unofficial magistrate position.
However, this is not the first time Mr. Ranjan Jayalal has been embroiled in controversy due to an audio recording; a previous incident concerning the restructuring of the Ceylon Electricity Board also generated significant discussion.
An audio recording of a telephone conversation with a member of the Ceylon Electricity Employees' Union was recently released to the media by the National Employees' Union of the Ceylon Electricity Board. During that conversation, he made highly emotional statements, saying, "I am not afraid to kill, nor am I afraid to die," and warned "foxes" to be careful and to read his history.
Notably, he declared that the government power was obtained not to kneel before anyone, and that he would save the country even if it meant killing a hundred thousand people. Mr. Jayalal emphasized that the power gained would not be relinquished, and during the same telephone conversation, the relevant electricity union member also leveled serious accusations against the Mayor.
