According to data reports issued by the Hydrology and Disaster Management Division of the Department of Irrigation at 3:30 AM on November 28, 2025, flood conditions are developing in several major river basins across the island with heavy rainfall.
Due to the heavy rainfall in the upper basins of the Kelani River, 227.0 mm of rainfall has been recorded in the Kitulgala area, which has now developed into a major flood level. Additionally, it has been observed that the water levels of the Kelani River's tributaries, the Seethawaka River in the Deraniyagala area and the Gurugoda Oya in the Holombuwa area, are further rising, recording major flood levels. The lower areas of the Kelani River, Nagalagam Street and Hanwella, are currently at an Alert Level, while the water level at Glencoe has risen to a minor flood condition.Significant rainfall has also been reported around the Mahaweli River, with 234.5 mm recorded at the Peradeniya gauge and 208.3 mm in the Nawalapitiya area. Due to this heavy rain, water levels in Peradeniya and Nawalapitiya have exceeded the major flood limit and continue to rise. Water levels around the Kataragama area of the Menik River have also risen to a major flood level, showing a further upward trend. Due to the very high rainfall of 264.2 mm received in the Malwathu Oya basin, the water level in the Thanthirimale area has reached a major flood level and continues to rise.
Flood risk is also reported to be high around Deduru Oya and Ma Oya. The Moragahawewa gauge on the Deduru Oya indicates a major flood level, and the Giriulla area of the Ma Oya is also at a major flood level.
The Badalgama area of Ma Oya and the Doonamale area of Attanagalu Oya are currently reporting minor flood conditions, with water levels also rising in these locations. 223.3 mm of rainfall has been recorded in the Horowpothana area of Yan Oya, which has developed into a minor flood condition. A minor flood condition is also reported from the Mukunu Oya, Yakawewa area in the Ma Oya basin.
In the Kuda Ganga area of the Kalu River, the water level in Millakanda has risen to an alert level, but other areas of the Kalu River remain at normal levels. The Thalgahagoda area of the Nilwala River is at a minor flood level, and although the water level in the Panadugama area was at an alert level, it is now receding. The Moraketiya area of the Walawe River is at an alert level, and water levels are rising. Data reports from the Department of Irrigation indicate that while the Thanamalwila area of the Kirindi Oya was at a minor flood level, it is currently receding.
