Can shooting be carried out during emergency law?

The incident where the father of a child of Galle, Akmeemana primary school died from shooting by an Army soldier yesterday which created a special dialogue has by now subjected to various debates. In the discussion about this incident, arguments have cropped up whether it is justified or not according to emergency law that at a time in the instance when there is a threat to security, an unarmed person being subjected to death.
