Budget Speech: Government Servants' salary

How President spoke about ....  Government Servants' salary being increased in 2015 Budget    

The President spoke about the manner in which salaries of Government Servants would be increased, at today's Budget Speech. The President proposed that the Allowance paid to Government Servants be added to the salary and to increase the Cost of Living Allowance by Rs. 2200.
This idea was explained thus: During this proposal, amidst disturbances from the United National Party, what the President said was that the increase proposed by him is in excess and that the proposal of the UNP of 10000 has been exceeded. This is how the President spoke: "I propose a new salary structure from January 2015. As such, it has been proposed to add the Special Allowance given to Government Servants be added to their salary and to increase the minimum salary to Rs. 15000. I also propose maintaining a salary gap of one four and twenty five between Junior Servants and Secretaries of the Ministry (disturbance .... Listen will you .... an increase upto 15000 has been proposed .... there itself it has exceeded 10000).

The total Cost of Living will be increased upto Rs. 10000 with the Cost of Living Allowance of 2200 being added from January 2015. Therefore the minimum monthly income becomes 25000".
