However much the police tries to put a stop or control the profession of prostitution, it seems to raise its head with a new facelift.
Police sources reveal that the newest modus operandi of this trade is to supply the selected female right to the 'doorstep' as chosen by the customer and

hence a mobile prostitute service has sprung up.
It is a system where the trade operates with the female being taken to the client instead of keeping them in a specific and permanent location or building. It is reported that this form of operation has begun to function because of the increase in fines imposed on brothel houses and frequent raids on such places.
The Vagrant Ordinance which is being used by the police to nab twilight women actually applies to street prostitutes only. That is when they are found loitering on the streets or town comporting themselves in such a way so as to lure their prey. A fine in such a case is a trivial sum of only Rs. 100.
Even a raid on a brothel cannot be conducted according to whims and fancies of the police. Before anything else, a search warrant has to be secured from courts. In the same way, there is no legal provision to take anybody into custody without a warrant,to engage in prostitution or manage such activity. If the police were to launch a raid on a brothel, they should be armed with a search warrant given for the purpose of searching the place concerned where such activities are being carried out and to take into custody those who are involved in it.
It was only recently that the fine of Rs. 500 was increased to Rs. 50,000 for conducting a brothel or managing such a place. Under such circumstances, those involved in this trade has now resorted to this mobile prostitute service on a permanent basis, thus creeping through the loophole of the law ... operating quite freely.
According to reliable sources, in the city of Colombo alone 10 such mobile services have been detected by now. Not to say that there are no luxury vehicles, vans as well as jeeps used by these groups in this connection.
These racketeers who proceed to get these prostitutes to get into their vehicles when it is 7 or 8 in the night,then start moving around in some selected roads in the city of Colombo throughout the night. It is revealed that among areas covered by them in this respect include Colpetty,Duplication Road, Bambalapitiya, D.R. Wijewardena Mawatha, Town Hall as well as Colombo Fort. The reason for this mobile service to cover such areas in particular is because of considering the demand for twilight women by customers who patronize night clubs and casinos.
A prostitute is expected to be ordered from this mobile service through a telephone call. However, everyone who makes such calls is not provided with what he wants. He is expected to be a permanent client or else should at least be a trusted customer.
Three-wheel drivers too in most instances operate as the middle-men in such instances. If a new customer is to be provided with a prostitute,a careful inquiry is made to determine whether he is not someone deployed by the law enforcement agency. A special procedure is employed in such a case. A client who places an order in this manner is provided the opportunity of selecting the woman he prefers. This is done after asking the client to be present at a certain place and the prostitutes inside the vehicle are shown to him. In most instances it is carried out by opening a shutter of the vehicle; but he is not given permission to get into the vehicle. Since the glass window of the vehicle is o tinted nature it is not possible to observe the women within the vehicle from outside as such. Further, the customer is able to make his selection only from the light of the small bulb inside the vehicle or else from the light of the torch in a mobile phone.
Payment for the woman so chosen is made after that procedure is over. The payment is then accepted by the male or female racketeer who is at the front of the seat in the vehicle. Normally, a fee of Rs. 8,000 is charged for an hour. If it is to extend for the whole night, in such a case the fee could go up as high as Rs. 15,000.
It is the racketeer who decides the suitable place where the customer should spend the night with the prostitute and that too is after the monetary transaction is completed. At that point the customer is expected to go to the spot allocated for him and book a room which happens to be a place where rooms are provided for such activities. As such, these places are open 24 hours of the day. It is learnt that there are many such places in the environs of Colpetty, Bambalapitiya, Wellawatta and Grandpass. Even the payment for the room so booked is expected to be met by the customer who made his selection.
While vehicles operating in this connection are found plying all through the night, it is because the prostitutes so provided are to be collected later by these vehicles and the payment settled. It is revealed that the monies earned by one such vehicle towards morning amounts to some lakhs sometimes and that of course is earnings secured from 6 or 7 women. This is also because each such prostitute is exchanged among customers themselves. It is learnt that on such occasions the woman receives as much as at least Rs. 10,000 for a night from her madame or boss who directs the proceedings. Though a large sum of money is earned this way from this racket, the bulk of the earnings is shared among the three-wheel drivers who secure the women for the customers and by those directing the activities. The females engaging in this business of course then earns relatively something less, in comparison.
These three-wheel drivers are those who maintain constant connections with racketeers involved in this trade and they mostly run their hires in close proximity to nightclubs, restaurants or else in front of casinos. Gentlemen who patronise such localities have a drink or two and after they warm up, these three-wheel drivers are aware of what else they need beyond that.
These three-wheel drivers make hay from the santhosam they are given by these gentlemen as well as from the 1,000 or 2,000 cash notes which is placed on their palm by the aforementioned racketeers.Than from the ordinary hires these three-wheel drivers are able to make a thumping profit by supplying clients to these mobile businessmen.
It is not an easy task for the police to round up these mobile prostitute delivery vehicles. The reason is that a warrant should be obtained previously by stating a specific location before raiding a brothel. Since the police are unable to quote a definite address of a location, they are confronted with a big problem. As the racketeers are well aware of this problem the police are facing, this mode of mobile operation has become popular among those operating in this manner.
A certain methodology is now in operation where photos of the prostitutes are supplied via e-mail to clients to choose from. It is revealed that there are occasions where this mobile prostitution business is being launched across social web sites. In this way it is not only females who operate as prostitutes; even male prostitutes are observed on a majority scale. The special feature in this case is that the transactions are carried out across social web sites such as the Facebook. By now it has been noted that there is some interest to be seen in the case of male prostitutes among the society as is reported. It then happens to be a novel aspect of the prostitute racket in this country.
