The Ministry of Ports and Civil Aviation has taken steps to invite Expressions of Interest (EOI) from suitable investors to operate the Hambantota Mattala Rajapaksa International Airport more efficiently. The main objective of this program, implemented on behalf of Airport and Aviation Services (Sri Lanka) (Private) Limited, is to identify suitable investment opportunities to maximize the utilization of the resources available at Mattala Airport.
The government announces that the opportunity is open to local or foreign investors, institutions, and joint ventures interested in participating in these investment opportunities. However, a special condition has been imposed that all companies submitting proposals must be entities registered in Sri Lanka in accordance with the existing legal system of the country.
The selected investors will be responsible for managing all daily civil aviation operations in the aircraft operating area of Mattala Airport, including aircraft landings and take-offs. In addition, all ground handling operations in areas frequented by passengers and the general public are also expected to be managed under this investment project.
A Negotiating Committee appointed by the Cabinet will oversee this Expression of Interest process, analyzing applications and selecting the most suitable parties. Applications for this will be accepted from April 27th to June 08th, during every government working day, from 9:00 AM to 2:30 PM.
All proposals must be submitted before 2:00 PM on June 09th, and it is mandatory for the relevant investors to submit a bank draft worth USD 500. This payment must be made through a local commercial bank approved by the Central Bank of Sri Lanka or an international bank, or alternatively, it can be paid as a cash deposit to the Finance Division of Airport and Aviation Services (Sri Lanka) Limited located at Bandaranaike International Airport, Katunayake.
