Parliament dissolved -- no budget -- how to run 2019?
With President taking action to dissolve parliament as a finale of of a political struggle, the opportunity to present the budget in parliament for year 2019 and allocate funds for certain ministries has gone astray.
Former minister Mangala Samaraweera was expected to present the budget prepared and that was on November 26th, 2018 and after Ranil and his
band of ministers being ousted, Prime Minister Mahinda Rajapaksa was to present the temporary appropriation bill on behalf of the budget after the parliamentary session was to reopen on the 14th.
Whatever it is, with President taking action to dissolve parliament day before yesterday (9), discussions about the most significant activity in parliament, the budget virtually disappeared. It is the opinion of political critics that attitudes of state leaders about handling affairs of the country is portrayed by this phenomenon.
It is Mahinda Rajapaksa who been selected as the Prime Minister who holds the Financial Minister position now. If any methodology is not adopted in relation to the budget according to presidential powers, there will be no option to settle salaries of government employees for 2019. In fact, all projects will come to a standstill halfway through. Till the new parliament is expected to convene on January 19th ... activities of the country will stop on its tracks.
