American Engineer goes to police .... because next-door neighbour's dog keeps barking!
An American Engineer residing in Jaffna has made a complaint to the police saying that he has no peace in his house because of the constant barking of a dog in a neighbouring house.
The said Engineer is in Sri Lanka for a project of the Water Board in Jaffna while the Grama Niladhari lives in an adjoining house.
The incessant barking of a dog of a high pedigree in the house of the Grama Niladhari recently has become a nuisance to this Engineer.
The dog is being kept at a place close to the room where the Engineer resides and though the Grama Niladhari was requested by him to take some remedial measure because he is not in a position to have a restful sleep since the dog keeps on barking continuously, the Grama Niladhari has not paid any attention to his words. It was after that that the American had complained about this to the police.
The police have subsequently summoned the Grama Niladhari of the house and they had advised him to solve the problem; but he had shown some dislike to accept it as an issue to be concerned about. What he had said was that even at the American national's house there is a fowl which crows early in the morning and that it has become a nuisance to him. He had further told the police that he could rear a pet in freedom and that nobody can be an obstacle for such a thing. When the police in response remarked that as an animal could not be reared in a manner that it disturbs the neighbourhood, the Grama Niladhari had replied saying that the dog of a high pedigree had been bought by him after paying a big sum of money and that if the police would look after the safety of his house, then only he could take action to release the dog to some other location.
The police who once again explained matters had forcibly told him that in Western countries, rearing an animal which disturbs the neighbourhood is an offence that warrants punishment and that this complaint may have been lodged by the American. Therefore, to consider these circumstances and to inform the police after removing the dog before the 5th of August. The Grama Niladhari had finally gone away from the police station after agreeing to the instructions.
