Officers of the Bribery Commission were successful in arresting OIC of the Crime Unit of Mahawa police, Alahakoon while in his underpants in a hotel room when attempting to solicit a sexual bribe promising to act favourably for a married woman from Rakogama area in Kurunegala.
The said woman has had to face harassment from her separated husband and was helpless at the hands of this disgusting officer who had tried to get advantage of the situation. It was however a Psychiatrist who
advised her to complain to the Bribery Commission and thus the culprit OIC was finally nabbed by them.
As reported, the incident is as follows:
The husband of this attractive woman from Rakogama in Mahawa is a bus-driver. After a child was born to them, family conflicts had begun to emerge and he had subsequently separated from her after taking custody of the child. However, the wife was not happy with her child being separated from her and he had not even given her permission to see the child. When this conflict was continuing in this manner, he had taken steps to admit the child to a distant school and when things had become unbearable the child's mother had sought the help of the police where she discussed her legal position after which she had been successful in finding a beneficial solution from the minor offences section of the Mahawa police , thus being able to secure the child to herself a few months before. The husband of this woman who had thus lost in this manner had then begun to harass the wife. As a result of blocking her routes wherever she used to go and resorting to threats by giving her phone calls saying that he would kidnap the child and murder the child the woman had been under severe pressure.
Because of the continuous threats that she was facing, she had thought of a solution to the problem at hand. As a consequence of the mental pressure she was undergoing, she had finally visited a Psychiatrist at the Kurunegala hospital for some consolation on this situation. The doctor had in this instance advised her to seek the assistance of the police on behalf of her security. It was after that that she had complained to the OIC of the minor offences branch at Mahawa police where Mr. Alahakoon had a discussion with her on this issue.
Alahakoon who managed to extract all information about her husband from her this OIC of the crimes branch had this to say in a rather romantic mood: "I can bring the fellow and give him two or three blows and put him inside .... but madam ... you must look after me", and this statement was uttered of course with an ulterior motive in mind. In response the complainant had asked, "What was it that you said?" the OIC had replied, "Why ... can't you understand ... now there's no one to look after you no. What you have to do is only to come to the hotel near the wewa rawuma at the time I tell you ... I'll settle the problem within 24 hours ... this is a secret between the two of us". The complainant had then become confused and having returned home had spoken to the OIC over the phone from time to time. On this occasion she had faced a situation of having fallen into the fire from the frying pan because on one side she was having threats from her husband and on the other side she has had to face this vulgar attitude of the OIC.
The following day morning itself the woman had once again gone and met the former Psychiatrist and had told him this story of what the OIC of the minor offences branch had requested her. The Psychiatrist had in response asked her to immediately notify about this to the Bribery Commission. On his advice, she had made the complaint this time to the Bribery Commission who in turn had told her to show a favourable response to the police officer's phone calls and to arrange a time at the hotel around the wewa. The woman who tried her hand at this game with a little bit of shock, finally confirmed the appointment made after about 2 days and then on the other hand gave the tip to the Bribery officers.
A team of investigating officers who was assigned for this case by former Supreme Court Judge and presently Chairman of the Bribery Commission arrived at the hotel round the wewa in Kurunegala disguised as visitors, awaiting the presence of the woman and the police officer. The police officer dressed in a tee-shirt and adorned with sunglasses arrived and hastened to book a room in the hotel with the woman. On instructions given to her the woman entered the bathroom on the pretense of having a wash and within about 5 minutes she gave a phone call to the investigating officers. The Bribery officers who knocked at the door and entered the room took the Mahawa crime OIC by surprise and took him into custody too. Alahakoon was dressed at that time only in his underpants.
Immediately the woman who had come out of the bathroom had by then openly leaked out the suggestion made to her by Alahakoon, OIC -- crime branch, Mahawa police station.
Steps have been taken to produce M. Alahakoon, Mahawa police crime OIC and IP before courts on the allegation of soliciting a sexual bribe.
