Opposition Member of Parliament Harsha de Silva has strongly criticized the recent Treasury fund fraud. He pointed out that this incident is by no means a complex cyber attack, but rather a result of neglecting basic duties and carelessness.
The MP stated that even in a normal transaction, it is standard procedure to verify the relevant accounts before transferring a large sum of money, but in this incident, these standard financial control regulations were completely violated. Furthermore, he questioned why a small test payment was not made to confirm the accuracy of the destination account before sending millions of rupees.
He also emphasized that while it is common practice to cross-reference payment instructions and bank account details with the original agreement when making any payment, these security measures were not followed in this case.
Stating that this cannot be dismissed as merely a case of money "disappearing," he further added that since public funds have been lost, the relevant authorities must definitely take responsibility for this.
The MP also proposed that this issue should be immediately brought before Parliament, as overseeing public funds is a constitutional responsibility of Parliament. Accordingly, it is expected that the Committee on Public Finance (COPF) will conduct a further extensive investigation into this incident in the future.
