The Road Development Authority of Sri Lanka announces that changes have been introduced to the ticket issuance system at the Kerawalapitiya entrance of the Outer Circular Expressway, effective from 12:00 PM on December 22, 2025.

Under this revised system, entry tickets will no longer be issued at the Kerawalapitiya Interchange (KIC 1) for vehicles entering the Colombo – Katunayake Expressway via the Seeduwa and Peliyagoda interchanges. Instead, these vehicles will be able to obtain entry tickets directly at the Seeduwa and Peliyagoda interchanges when entering the expressway.

Furthermore, for vehicles arriving from the Outer Circular Expressway and entering the Colombo – Katunayake Expressway, it is no longer mandatory to obtain an exit receipt and a newly issued entry ticket at the Kerawalapitiya Interchange. According to the current procedure, exit receipts will continue to be issued only for vehicles exiting the expressway at the Kerawalapitiya Interchange (KIC 2).

Accordingly, drivers entering the Colombo – Katunayake Expressway must obtain entry tickets from either the Seeduwa or Peliyagoda interchanges.

Vehicles arriving from the Outer Circular Expressway will be permitted to enter the Colombo – Katunayake Expressway without obtaining an entry ticket, while vehicles exiting at the Kerawalapitiya Interchange will be required to pay the relevant exit tolls.

The Road Development Authority further states that Electronic Toll Payment facilities are operational only for travel on the Colombo – Katunayake Expressway. Vehicles using electronic toll payments to enter the Outer Circular Expressway must continue to use the designated cash payment lanes.

The objective of introducing these changes is to streamline traffic flow and improve operational efficiency at the Kerawalapitiya Interchange.
