Tuition sir who hoodwinks householders by promising Chinese land aid and finally pinches jewellery, photos etcetera

A person who is supposed to be a tuition master has engaged in a funny form of racket by approaching houses and appearing as a land officer and then strategically have ear rings of householders removed by themselves and have them handed over to him and this person has been arrested by Divulapitiya police.

This person has had the gift of the gab and coupled with it the ability to bend others to his side. He has been engaged in this racket for quite some time targeting middle class homes in Gampaha, Divulapitiya area. He had selected holidays to creep into these homes by going to homes dressed in a
long-sleeved shirt and black trousers with also a tie by giving the appearance of an officer in charge of a state project. He even has had documents and government seals or stamps in his hands.

This person in fact would visit homes and say that he wishes to speak to the house owner and later engages in a fantastic dialogue where he manages to convince him. On that occasion what he says is that he is a land officer of the government and that he chooses holidays and explains all these matters. He says that the duty allotted to him is to collect people for a project which provides housing to low-income families across a Chinese organisation and that an opportunity is afforded only to selected families in the relevant area and if wishes to apply for it to provide necessary details.

The owner of the house who duped by this talk is thus extracted by the houseowner then fills in the application form from this home itself. At the same time what he says is that as evidence it is necessary that he wishes to secure some photographs of the house within and inhabitants of the house as a description as evidence. After consent is granted in this connection by the house owner he gets ready to click some photographs of the family saying, "If they see your gold jewellery ... you will not get this aid. "It is necessary to show that you'll live in difficulties ... so remove those gold jewellery and keep them on a side here". Agreeing to this request the householders would remove the gold jewellery and keep on a side and engaging in a further dialogue this person would request for a glass of water or some such thing and thus divert his attention in another direction strategically and spontaneously whisk away the gold jewellery and make a dart out of the house. Thus when the householders become aware that they were till then chatting to a fraudster it was too late. This person who then flies in a motor cycle with false number plates at top speed leaves no information at all about him behind.
