This concerns the provision of two guarantors to Mr. Kapila Chandrasena at the very initial stage.




However, they were two individuals for whom warrants had been issued by the court, and who were not qualified to be guarantors. Those two guarantors were rejected by the court registrar.

Accordingly, Mr. Kapila Chandrasena properly obtained bail by presenting two legitimate guarantors, free from any illegal status.



However, the individuals who provided those illegal guarantors to Mr. Kapila Chandrasena believe that the guarantors he received were those very illegal guarantors.

Accordingly, the request made by the Commission to Investigate Allegations of Bribery or Corruption before the court is an entirely illegal request. The Commission to Investigate Allegations of Bribery or Corruption is making a request that should not be made under any circumstances.

We very respectfully request, there are three commissioners in the Commission to Investigate Allegations of Bribery or Corruption. If the Director General under your authority has committed such a misuse of law, if he has broken the law, if he has performed an illegal act, why are you silent? Why are you hesitant to inform Parliament to immediately conduct an investigation against him and remove him?

Mr. Kapila Chandrasena had stated before his death that a bribe of two million US dollars was taken in connection with the Airbus purchase deal for SriLankan Airlines, and out of that, 60 million rupees were also given to Mr. Mahinda Rajapaksa.

After Mr. Kapila Chandrasena, who was remanded in connection with this corrupt transaction, was released on bail, warrants were issued for his re-arrest. The reason for this was that the guarantors he had initially presented had not fulfilled the legal requirements. However, he died before he could be re-arrested or produced in court."
