SJB Member of Parliament Mujibur Rahman has expressed these views in Parliament.
"Requesting permission from our government to come to Galle Port, that ship was stopped for eleven hours. But the government did not give an answer for eleven hours. Also, there was a military exercise in India. Approximately seventy-four countries had participated in it.
Our Sri Lankan naval vessel 'Nandimithra' also participated in this military exercise. Also, forty-two ships have participated. Twenty-nine Asian countries have participated in this military exercise. After this military exercise ended, with India's notification, this ship came to depart for Iran again. But we know that it cannot go to Iran because there are American warships in the Gulf region.
Because this ship couldn't proceed, they turned the ship around and stopped it for eleven hours at a distance of about 40 nautical miles from Galle Port. That ship requested permission from the Sri Lankan government to come to Galle Port. Because it wasn't attacked while moving, the ship was stopped in the middle of the open sea. They couldn't go, in the sea around Iran... (I will conclude, Mr. Speaker)... They couldn't go because there was a war in that very region. It was because this ship couldn't proceed that they requested permission from our government to come to Galle Port and kept the ship stopped for eleven hours.
But the government did not give an answer for eleven hours. It was only after those 11 hours passed that this information somehow reached the American military. It was only after that information went out that, even though they didn't have a submarine in this vicinity, a submarine from the Gulf region came here to attack it.
Therefore, I would like to ask the Minister, why was this ship allowed to remain stopped for eleven hours? According to international law, we have many agreements signed with India, with Mrs. Indira Gandhi, concerning the Indian Ocean. As the Leader of the Opposition said, and as MP Dayasiri said, while we have signed such international charters, the question arises as to why that ship was not allowed to come to Galle Port. Mr. Speaker, thank you very much."
