about Gaddafi putting his hand round his shoulder

Former President Mahinda has made a long reply in response to the criticism made by President Maithripala Sirisena with regard to the
connection he had with the infamous Libyan leader Gaddafi.

What he says is that if not for that friendship Sri Lanka was to fall into trouble at a particular deep moment. Lybian leader Muhammad Gaddafi, says former President, had agreed to grant a loan of 500 American dollars to Sri Lanka over just one phone call he gave and if not the economy would have come to a standstill before the war was won.

It is mentioned in his announcement thus:

"Some say that because I put my hands round Lybian leader Muwammir Gaddafi Western countries got angry with us. In this photograph spoken of it is Mr. Gadaffi who puts his hand round my shoulder. When the final months of the war of 2009 was drawing nigh, as a result of the serious economic depression which prevailed in the world at that time the foreign reserves of Sri Lanka had been rapidly falling down. On this occasion as a result of loan facilities which were due to us from international funds too were being delayed. In that instance Mr. Gadaffi consented to give a loan of 500 American dollars to Sri Lanka from just one phone call I made. If not for that, the economy would have come to a standstill before the war was won".
